Reading the announcement
An award, engineering phase, equipment milestone and start of operations each describe a different point in a project lifecycle. The contract scope and responsible legal entity matter as much as the company named in a headline. Design services do not establish that construction has started, equipment supply does not prove full-plant EPC delivery, and an initial operating milestone is not the same as completed commercial operation.
Project considerations
For operational milestones, first acceptance, trial operation and full commercial service are separate stages. Acceptance tests must demonstrate water, energy, material-quality and safety criteria.
