Spain Expands National Transmission Grid Investment Plan to €17+ Billion Through 2030

The Spanish government and transmission system operator Red Eléctrica approve an expanded €17 billion grid development plan—a 30% increase over previous proposals—allocating capital for 6,706 km of new lines, 193 new substations, and a nationwide capacity market for BESS and flexibility.

Historic Grid Investment: 6,706 km of New Lines and 193 Substations

The Spanish Council of Ministers, led by the Ministry for Ecological Transition and Demographic Challenge (MITECO), has ratified a major expansion of the National Electricity Transmission Grid Planning through 2030, scaling total capital expenditure to more than €17 billion ($19.6 billion). This represents a 30% increase over the initial draft and a 144% increase over the previous planning cycle.

The aggressive upgrade is tailored to relieve transmission bottlenecks driven by the rapid growth of utility-scale solar PV and wind, electrification of industrial clusters, and massive power connection requests from artificial intelligence data center campuses and green hydrogen hubs.

Physical asset targets within the master plan encompass the construction of 6,706 kilometers of new high-voltage transmission lines, repowering and uprating of 8,164 kilometers of existing corridors with high-temperature low-sag (HTLS) conductors, and the commissioning of 193 new high-voltage and extra-high-voltage substations.

Introduction of Technology-Neutral Capacity Market Mechanism

Simultaneously, Spain announced the regulatory framework for a new national capacity market mechanism designed to ensure long-term security of supply as thermal generation retires. The scheme introduces competitive, technology-neutral capacity auctions remunerating storage facilities, demand-side response, and flexible resources for providing firm capacity.

Grid-scale Battery Energy Storage Systems (BESS) will be primary beneficiaries, gaining predictable multi-year revenue streams to support project finance while delivering critical sub-second frequency control and voltage support to the Iberian synchronous area.
