Reported scope and milestone

Engineering interpretation
The $120 million total combines distinct contracts, and the panel awards do not guarantee every future work order. Cloudbreak is a construction project with no MW or MWh rating stated in the announcement; its delivery therefore centers on integration and commissioning rather than a published plant capacity.
Delivery responsibilities
A joint venture, alliance or integrated delivery arrangement distributes responsibility among organizations with different technical and contractual roles. The useful reference is the package each participant actually manages, designs or constructs. Interface registers and acceptance plans should connect those packages without erasing their boundaries. Work at a shared project is not proof that one firm owns the whole contract or completed every asset. Procurement and construction reviews should retain the named partners, the recorded milestone and the distinction between delivery participation and operation.
