Engineering interpretation
Downer’s contract is the transmission connection package, not EPC of the wind farm. The 285 MW rating and 46 turbines describe the full generation project; the 34 structures and conductor installation define the electrical interface that connects it to Powerlink’s network.
Delivery responsibilities
A joint venture, alliance or integrated delivery arrangement distributes responsibility among organizations with different technical and contractual roles. The useful reference is the package each participant actually manages, designs or constructs. Interface registers and acceptance plans should connect those packages without erasing their boundaries. Work at a shared project is not proof that one firm owns the whole contract or completed every asset. Procurement and construction reviews should retain the named partners, the recorded milestone and the distinction between delivery participation and operation.
