## Voltformer analysis

PCL commonly serves as general contractor or design-builder in Canadian projects; P3 consortia may assign financing, design, construction and facility management to different partners.

## Considerations for project teams

PCL’s construction role, design liability and facility operations/maintenance term vary by design-build and P3 contract structure. Financial close is not project completion; milestones and acceptance dates require separate confirmation.
