Reported scope and milestone
Jacobs: Central Utah Water Conservancy District selected Jacobs and Bowen Collins & Associates for design and construction-phase support on the proposed canal-to-pipeline conversion. The announced construction value is about $750 million.
Engineering interpretation
The planned system replaces open conveyance with buried pipelines, a pump station and related works. Jacobs’ role is design and construction-phase support; the project value and future service population are estimates, not completed delivery.
Delivery responsibilities
A joint venture, alliance or integrated delivery arrangement distributes responsibility among organizations with different technical and contractual roles. The useful reference is the package each participant actually manages, designs or constructs. Interface registers and acceptance plans should connect those packages without erasing their boundaries. Work at a shared project is not proof that one firm owns the whole contract or completed every asset. Procurement and construction reviews should retain the named partners, the recorded milestone and the distinction between delivery participation and operation.
