Engineering interpretation

The 24 km figure is the line length, while around 60 km is the eventual track quantity across twin tunnels and the Clyde facility. John Holland’s fit-out package follows other civil works and is moving toward track laying and mechanical/electrical installation; the announcement does not claim that the whole metro or all tunnelling packages are complete.

Delivery responsibilities

A joint venture, alliance or integrated delivery arrangement distributes responsibility among organizations with different technical and contractual roles. The useful reference is the package each participant actually manages, designs or constructs. Interface registers and acceptance plans should connect those packages without erasing their boundaries. Work at a shared project is not proof that one firm owns the whole contract or completed every asset. Procurement and construction reviews should retain the named partners, the recorded milestone and the distinction between delivery participation and operation.
