Syria’s Agricultural Cooperative Bank issued a wheat-payment circular on 21 October, based on a Central Bank letter dated 20 October, cancelling earlier procedures for this season. Deir Ezzor branches were told to clear outstanding payments within 15 working days, with daily withdrawals of about 200 million Syrian pounds, subject to increase; Aleppo was given 20 working days and about 300 million Syrian pounds daily, also subject to increase. In Hasakah and Raqqa, claims of 5 million Syrian pounds or less were to be paid in full, while larger claims were to be paid in two installments starting that month. Other named governorates were instructed to pay full wheat dues using Central Bank cash. The circular set procedures and deadlines; it did not report completed payments.
