Engineering perspective

Engineering, procurement and fabrication differ from assuming all site construction responsibility. Ammonia-process design must coordinate with carbon-management and existing-site interfaces; groundbreaking indicates mobilization rather than production readiness.

Engineering interpretation: project comparisons should examine the package boundary, interfaces and acceptance criteria. Construction progress, equipment installation and commercial operation are separate milestones. The owner’s overall investment or asset capacity should therefore be distinguished from the contractor’s assigned work, with commissioning responsibilities and operational handover assessed from the relevant contract and completion evidence.
