Engineering perspective
Offshore cable and converter construction combine marine, electrical and civil interfaces. The safety record is a workforce-performance milestone; energization and grid acceptance need separate evidence from electrical testing and system commissioning.
Engineering interpretation: project comparisons should examine the package boundary, interfaces and acceptance criteria. Construction progress, equipment installation and commercial operation are separate milestones. The owner’s overall investment or asset capacity should therefore be distinguished from the contractor’s assigned work, with commissioning responsibilities and operational handover assessed from the relevant contract and completion evidence.
