## Engineering perspective

Mountain-site logistics, seasonal working conditions and mixed-use building systems shape the construction plan. Groundbreaking records the start of delivery; hotel opening, residential occupancy and completion of each package are later distinct milestones.

Engineering interpretation: project comparisons should examine the package boundary, interfaces and acceptance criteria. Construction progress, equipment installation and commercial operation are separate milestones. The owner’s overall investment or asset capacity should therefore be distinguished from the contractor’s assigned work, with commissioning responsibilities and operational handover assessed from the relevant contract and completion evidence.
