## September supply and stock cover

BusinessDay reported on 22 October 2026 that Nigeria’s petrol supply fell 23% in September, based on the Nigerian Midstream and Downstream Petroleum Regulatory Authority’s monthly factsheet. Daily petrol receipts were 38.7 million litres, down from 50.5 million litres in August. The regulator reported petrol stock cover of 23.9 days, up from 22.9 days in August but still 6.1 days below the 30-day threshold. It said stock cover had remained below that threshold for a seventh consecutive month. The measure includes inventories at the Dangote refinery. The report also noted that diesel receipts fell 40% to 8.7 million litres a day, the lowest level in 13 months, while diesel stock cover was much higher at 49.7 days.

## Imports and domestic refinery supply

The factsheet figures reported by BusinessDay show petrol imports falling 30% to 10.2 million litres per day, while supply from domestic refineries decreased 21% to 28.5 million litres per day. Domestic refineries therefore supplied about 74% of petrol received and roughly 65% of measured consumption, according to the regulator. The Dangote refinery operated at 105.98% of its stated 650,000-barrel-per-day capacity in September and produced 47.22 million litres of petrol a day. Of that output, 28.5 million litres went to the domestic market and 15.47 million litres were exported. The report says the gap between production and evacuation into the market added to refinery inventory; it does not mean all output was available to Nigerian consumers.

## Demand and price context

Petrol consumption measured as volumes trucked into the domestic market rose 7% to 44.4 million litres per day. That remained below the regulator’s 50-million-litre benchmark and below the reported 13-month average of 50.8 million litres a day. Dated Brent averaged US\$116.77 a barrel in September, while the factsheet used an exchange rate of ₦1,327.31 per US dollar. The authority’s indicative pump-price range varied by city: BusinessDay reported ₦1,369.75 per litre in Ibadan and ₦1,464.75 in Maiduguri, with ₦1,371.01 in Lagos. These are September reference figures and an indicative range; they should not be represented as current prices in October or as the exact price paid by every consumer.

## Analysis and limits

The September data show a divergence between total receipts, refinery output, exports and domestic consumption. Refinery production alone is not a measure of product available to motorists: exports, inventory changes, distribution and the timing of imports all matter. The 23.9-day stock-cover figure had improved from August, but the regulator still placed it below its 30-day benchmark; a one-month improvement does not establish that the reserve target has been restored. The article reports factsheet figures and does not independently audit the underlying refinery, import or truck-out data. For follow-up, compare the regulator’s subsequent monthly series and verify definitions for receipts, consumption, stock cover and refinery evacuation before drawing conclusions about shortages, resilience or the effect of policy changes.
