NNPC New Energy and 3D HighTech Systems signed a memorandum of understanding with the Ogun-Oshun River Basin Development Authority on September 29 to develop a proposed cassava-based bioethanol project in Lagos State. The report describes a €256m (US$290m) plant on a 200-hectare site in Itokin, while OORBDA plans to make 15,000 hectares available for cassava cultivation across Lagos, Ogun, Osun and Oyo. Project officials said ethanol would be blended with petrol; an E10 pilot remained in preparation. The MoU and plans do not establish completed financing, construction, operating supply farms or plant output.
