NNPC said Sanjiang Chemical and Xinganchen had carried out about 3 months of on-site technical assessments with its teams at the Port Harcourt and Warri refineries. The assessment report was still being finalised, with a detailed proposal and agreement on technical and commercial terms due before definitive agreements, approvals and an investment decision.

NNPC said it could not set a restart date before those requirements were settled. The April 30, 2026 MoU is a preliminary framework, not a final investment or operating agreement; Kaduna is outside this partnership model.
