# CBN survey names taxes, insecurity and interest rates as top business constraints

The CBN Business Expectations Survey ranked high or multiple taxation at 67.1 index points, insecurity at 66.2 and high interest rates at 64.3 as firms’ top constraints in September. The Business Confidence Index was 13.4 points; industry confidence rose from 17.1 in August to 19.4, while services and agriculture were positive at 10.2 and 12.8.

The survey projected the confidence index at 23.6 points in December 2026 and 36.1 by March 2027. Those are expectations, not observed outcomes.
