Delivery considerations
At the study stage, the practical task is to establish a consistent design basis before committing to construction. Feedstock, utilities, equipment selection and permitting need to fit together, while the owner evaluates cost and operability. For an EPC reader, the useful distinction is between defining a facility and authorizing its delivery. A completed study or a study award does not by itself establish a final investment decision, construction start or operating asset.
