Considerations for project teams
Transport infrastructure combines civil works, movement, operating systems and its surrounding environment. Opening one section does not establish completion of an entire corridor; a framework does not order every potential assignment. Teams can track boundaries, existing network interfaces, accessibility, maintenance and safety tests. Civil progress and readiness of control, communications and operations need not coincide. Handover records and explicit responsibilities show which part of the investment is ready for use and help interpret milestones accurately.
