Cooperation can develop market and delivery roles, while financing, a site construction contract and operating schedules require separate decisions. The MoU should therefore not be treated as project orders already placed across every covered market.

## Considerations for project teams

Early engineering establishes the technical basis for an investment decision. Design assumptions, plant boundaries, utilities and the maturity of cost estimates should be read together.
