# Government says Galp–Moeve deal must protect Sines refinery

## Sines is central to review

ECO reported on 2 October that Manuel Castro Almeida described Sines as Portugal’s only operating oil refinery and an asset of clear strategic value. He said the government had discussed the proposed transaction with Galp.

## Merger remains planned

Galp’s proposal would combine Iberian refining and fuel retail in separate joint ventures with Spain’s Moeve. The report describes a condition for government acceptance; it does not say that the deal has been completed or approved.
