ENTSO-E Report Recommends Mandatory Dynamic Transformer Ratings Across 32 European Transmission Operators

The European Network of Transmission System Operators for Electricity (ENTSO-E) has published its autumn 2026 Pan-European Transmission Adequacy & Congestion Report, urging member TSOs to mandate Dynamic Transformer Rating (DTR) and enhanced substation telemetry to relieve cross-border redispatch costs exceeding €4.2 billion annually.

Relieving Bottlenecks on European North-South Interconnectors

Surging offshore wind in the North and Baltic seas combined with rapid solar build-out in southern Europe has led to severe grid bottlenecks across central European transit corridors, particularly between Germany, France, Austria, and Switzerland.

Published on September 29, 2026, the ENTSO-E report notes that static seasonal transformer ratings force operators to throttle transmission capacity even during cold, windy winter conditions when transformers can safely dissipate up to 30% more heat.

Implementing Real-Time Oil and Winding Temperature Monitoring

ENTSO-E recommends that all 400 kV and 220 kV intertie autotransformers be retrofitted with fiber-optic winding temperature sensors and real-time top-oil thermodynamic modeling software compliant with IEC 60076-7 standards.

By feeding real-time thermal capacity directly into the European Day-Ahead Market Coupling algorithm, European grids can immediately absorb an estimated 14 GW of additional renewable flows without waiting for lengthy new line construction.
