## What this means for equipment purchases

Our economic interpretation: oil-sensitive transport, lubricants and site fuel can raise a project’s delivered cost without changing the factory price of its transformer. A buyer comparing bids should separate equipment, freight and installation fuel; otherwise a logistics revision can look like a manufacturing price increase.

## Budget timing

A forecast is useful for a scenario budget but cannot fix an invoice. For deliveries spanning several months, document the fuel reference, adjustment date and currency in each offer. This makes supplier comparisons reproducible and keeps a short price spike from silently becoming a permanent contract assumption.
