## Voltformer analysis

Nuclear site handover makes construction organization more tangible. Access, drainage and temporary facilities can influence subsequent work packages and deserve their own milestones. Reactor operation remains a separate acceptance and licensing stage; recording that distinction helps readers interpret site progress without treating preparation as completed generating capacity.

## Considerations for project teams

Construction progress is best tracked separately for site preparation, installation, testing and operational handover. A single completion percentage cannot explain drawing approvals, material deliveries, permits or dependencies between disciplines. Work on an operating facility also needs coordination with the operator and planned shutdown windows. A useful project register links each milestone to an accountable party and its acceptance evidence. This helps teams distinguish an advancing work package from a completed facility and identify the interfaces most likely to affect the next activity.
