At a 1 October press conference, ARSP director general Juan Ted Beleshayi said the use of front companies to bypass rules reserving subcontracting for Congolese-owned firms was costing the state nearly $20 billion annually, mainly in mining.

Beleshayi said the authority would strengthen contract controls and enforce local-content rules. The figure is the regulator’s estimate of losses from irregular practices, not a separately audited fiscal total.
