An award, engineering phase, equipment milestone and start of operations each describe a different point in a project lifecycle. The contract scope and responsible legal entity matter as much as the company named in a headline. Design services do not establish that construction has started, equipment supply does not prove full-plant EPC delivery, and an initial operating milestone is not the same as completed commercial operation.
Project considerations
Technology announcements should distinguish design, testing, certification and field operation. A technical milestone alone does not prove the same result under every operating condition. An assessment can examine which product and boundaries a test covered, how independent validation was performed and who holds responsibility for subsequent maintenance.
