The UAE–Belarus Trade in Services and Investment Agreement (TISIA), signed in Minsk on 27 June 2025, entered into force on 7 October 2026. WAM said it is designed to widen service-provider market access, strengthen investor protections and establish clearer rules for private-sector cooperation. Bilateral non-oil trade was US$316.4 million in 2025; first-half 2026 non-oil trade was US$67.4 million, and UAE non-oil exports to Belarus were US$4.2 million, up 202.4% year on year. TISIA is separate from the UAE–EAEU goods-trade agreement; the report describes entry into force, not realized trade effects.
