A design contract award does not itself establish that construction has started. Teams benefit from a delivery register covering calculations, drawings, equipment specifications and outstanding decisions. Recording the conditions that could change the design is equally useful before execution. This makes engineering progress understandable while keeping unresolved funding, permitting and delivery responsibilities visible as separate project decisions."
