Scope of the official announcement
Following the final investment decision, JGC–Fluor received notice to proceed on LNG Canada’s phase-two expansion in Kitimat.
The contract is primarily lump-sum turnkey, with some portions on a cost-plus basis.
Voltformer analysis
Full notice to proceed differs from earlier limited preparation authority. Fixed-price and cost-plus boundaries matter to scope changes and procurement. Investment decision and commencement do not establish that Phase 2 is completed or producing LNG.
Considerations for project teams
Construction progress is best tracked separately for site preparation, installation, testing and operational handover. A single completion percentage cannot explain drawing approvals, material deliveries, permits or dependencies between disciplines. Work on an operating facility also needs coordination with the operator and planned shutdown windows. A useful project register links each milestone to an accountable party and its acceptance evidence. This helps teams distinguish an advancing work package from a completed facility and identify the interfaces most likely to affect the next activity.
