## Source scope and interpretation
- Active publishers: Eurostat, IEA, EIA, Ofgem, SP Group, ElCom, Thailand ERC, Ghana PURC and Zambia ZESCO/ERB. Observations may be monthly, half-yearly, annual or effective-period tariffs; successful polling does not imply a new price.
- Household averages, all-sector averages and regulated tariff bands have different consumer scope. A band rate is not a national average, industrial quotation or average bill. Tax treatment, separate daily/monthly fixed charges and monthly billing minimums accompany the published unit rate. A billing minimum is a floor, not an additional fee. Open-ended approvals have no invented end date and require recent publisher confirmation.
- Native currency and units are preserved. EUR/USD per-kWh and per-MWh conversions use dated ECB reference rates when available; unsupported currencies return null conversions. ROI presets require verified, non-stale references and a valid USD conversion.
- `verified_source`, `freshness`, `consumer_segment`, `tax_treatment`, period bounds and source publication dates expose scope. Unverified legacy references remain explicitly marked; countries without a stored observation return DATA_UNAVAILABLE. See the coverage endpoint for current counts.
- Tariff dates follow the publisher's timezone. Future and expired tariffs are stale. Failed publishers retain their last successful snapshot and expose their health separately.
- Ghana's scanned tariff PDF and Zambia's ERB approval require a downloaded SHA-256 match to a visually reviewed document. Changed decisions or expired approvals require review; `review_required` is reported by the status endpoint. Document URLs and hashes accompany tariff metadata.
- IEA End-Use Prices Data Explorer annual residential data is attributed under CC BY 4.0. Annual observation years and database update dates are distinct from publication dates.
