## Technische Einordnung

Der kooperative Projektmanagementvertrag beginnt mit einer Entwicklungsphase. Danach entscheidet der Auftraggeber über die Umsetzung; bei Veröffentlichung war das Projekt noch nicht im Auftragsbestand von SRV.

## Verantwortung bei der Umsetzung

Eine Planungsstudie übersetzt Ziele des Eigentümers in eine technische Grundlage für Preise, Prüfung und spätere Umsetzung. Prozessbilanzen, Hilfssysteme, Baubarkeit und Ausschreibungspakete müssen zusammenpassen. Das Planungsteam benennt offene Schnittstellen und Entscheidungen des Eigentümers. Die Auswahl eines Studienanbieters belegt technische Entwicklung, aber keine endgültige Investitionsentscheidung, keinen Baustart und keine Betriebskapazität. Als künftige Pläne veröffentlichte Termine behalten diesen Status bis zu einem gesondert gemeldeten Meilenstein. Planungsabgabe und spätere Investitionsfreigabe werden anhand ihrer jeweiligen Unterlagen bewertet.
