Das Department of Municipalities and Transport von Abu Dhabi startete den Musaffah Innovation District als langfristigen Transformationsplan. Phase 1 läuft bis 2030 und umfasst Infrastruktur sowie zunächst etwa 100 Hektar baureifes Land für Leichtindustrie, Logistik, Lagerung, Kühllager und die letzte Meile.

Eine geplante zweite Phase von 2030 bis 2035 soll mehr als 100 Hektar für Industriecluster zu Halbleitern, Lieferketten für Elektrofahrzeuge und Luftfahrt, Wasserstoff, Solarenergie, Energiespeicherung und Rechenzentren freigeben. Bei vollständiger Umsetzung werden jährlich AED 227 Milliarden BIP-Beitrag und etwa 269,800 Arbeitsplätze erwartet; 26% davon sollen hochqualifiziert sein.
