# Power Meters and Power-Quality Monitoring: IEC 61557-12 / 61000-4-30

### 1. Select the Measurement Class for the Decision

IEC 61557-12:2018+A1:2021 specifies requirements for power metering and monitoring devices in single- and three-phase AC or DC distribution systems up to 1,000 V AC or 1,500 V DC. It is not the same product boundary as a revenue meter or a dedicated power-quality instrument.

IEC 61000-4-30:2025 defines repeatable in-situ methods for power-quality parameters in 50 Hz and 60 Hz AC systems and distinguishes Class A and Class S measurement methods. IEC 62586-2 provides functional tests and uncertainty requirements for instruments using those methods.

### 2. Measurement Chain

The instrument cannot produce a traceable result if the CT/VT ratio, phase sequence, burden or transducer bandwidth is wrong. Keep the measurement-chain uncertainty separate from the instrument’s stated class.

### 3. Event and Harmonic Evidence

Set trigger thresholds, aggregation intervals, waveform capture, pre-trigger memory, harmonic grouping, interharmonic method, rapid-voltage-change detection and current measurement before the campaign. Do not compare two sites using different classes, windows or CT wiring and call the difference a network event.

For converter-rich installations, record the PCC and the dominant nonlinear feeders. A single RMS meter at the main incomer cannot explain a resonance, a control interaction or a local neutral-current problem.

### 4. Commissioning and Data Governance

- Verify polarity, phase mapping, ratio, firmware, class, calibration status and time synchronization.
- Perform a known-load comparison and document instrument, transducer and cable details.
- Retain raw event files, configuration, uncertainty, firmware, location and calibration evidence.
- Use the result for engineering diagnosis; do not turn a survey instrument into a billing or compliance certificate without the relevant standard and authority approval.
