1. Define the Temporary-Service Boundary

A mobile substation is a coordinated package containing some combination of transformer, high-voltage switchgear, low-voltage or medium-voltage outgoing equipment, protection, control, auxiliaries and a transport platform. It is not automatically covered by one generic “mobile” rating.

IEC 62271-202:2022 applies to enclosed AC prefabricated substations above 1 kV and up to 52 kV when its scope and installation assumptions fit the project. Higher-voltage packages, road transport equipment, cranes and temporary foundations require their own component and civil approvals.

3. Protection and Earthing

Temporary arrangements can change fault current and touch-voltage conditions. The protection study must cover the temporary line-up, transformer impedance, generator or utility infeed, cable screen bonding, earth grid, transfer points and the real breaker clearing time.

Setpoints from the permanent station must not be copied without checking CT ratios, instrument-transformer circuits, short-circuit duty and the direction of power flow in the temporary topology.

4. Deployment Acceptance

  • Confirm the as-shipped configuration, transport locks, impact record, liquid condition, dry-air or nitrogen pressure and accessory inventory.
  • Verify insulation, ratio, winding resistance, switchgear operation, interlocks, trip circuits, battery and communications at the site.
  • Perform a temporary-earthing and touch-voltage review before energization.
  • Record the allowed service duration, weather limits, inspection frequency, return-to-service plan and the exact one-line used for the emergency event.
