1. Define the EVSE Type and Duty
IEC 61851-1:2017 covers electric-vehicle supply equipment and its electrical safety, connection and operating requirements up to 1,000 V AC or 1,500 V DC. IEC 61851-23:2023 covers DC EV supply equipment with an AC input up to 1,000 V or DC input up to 1,500 V and a vehicle-side maximum up to 1,500 V DC.
The site design must distinguish AC charging points, DC charging stations, depot simultaneous charging, public fast charging and bidirectional operation. A charger’s maximum output is not the same as the site’s coincident demand.
2. Transformer and Feeder Sizing
For a balanced three-phase feeder, the first apparent-power check is:
Then apply the actual coincidence, charging profile, diversity, ambient, transformer thermal class, voltage drop, prospective fault and future expansion. Include auxiliary HVAC, payment/communications, lighting, fire systems and battery-buffer equipment.

3. Power Quality and Safety
Fast chargers are converter loads. Model harmonic current, unbalance, flicker, inrush, DC components, regenerative or bidirectional modes and the transformer’s thermal response. Verify touch protection, protective separation, protective conductor continuity and the local earthing system.
Charging communication does not replace electrical interlocking. The station must define what happens after connector loss, overtemperature, insulation fault, emergency stop, communication loss or utility outage.
4. Site Acceptance
- Check charger model, connector, firmware, output voltage/current limits and declared operating temperature.
- Verify transformer ratio, phase sequence, impedance, insulation, protection, RCD/DC monitoring, emergency stop and SCADA.
- Test maximum simultaneous demand, controlled ramp, load shedding, restart, fault isolation and safe recovery.
- Keep the site one-line, charger groups, demand assumptions and maintenance boundaries with the exact installed configuration.
