### 1. The procurement decision

A GOES purchase should be judged by the accepted core and its guaranteed electrical loss, not by a generic steel price. The buyer has two independent levers: reduce discarded sheet at a fixed grade, or pay for a grade that reduces assembled no-load loss. They require different evidence and different cost comparisons.
